The United Kingdom and France Will Dispatch Forces to the Country if a Ceasefire Accord is Finalized

The British and French governments have inked a statement of purpose concerning the positioning of troops in the nation in the event a peace deal be made with Moscow, the British leader, Sir Keir Starmer, has declared.

Following negotiations with Ukraine's allies in Paris, he indicated that the UK and France would "create defense centers throughout Ukraine and build protected installations for arms and equipment" to prevent any potential incursion.

The allied nations also put forward that the America would play the primary role in overseeing a ceasefire.

Moscow has repeatedly cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this latest declaration.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces presently holds approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," commented the British leader.

Heads of state and senior officials from the "Partner Group" took part in the recent discussions.

He stated at a joint press conference, the Prime Minister added: "It establishes the framework for the legal framework under which British, French, and partner forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's military for the years ahead."

The PM went on to say that London would take part in any American-headed monitoring of a potential truce.

Protection Pledges and Negotiation Stances

Lead Washington representative Steve Witkoff said that "lasting safety pledges and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – alluding to a major condition made by Ukraine.

He indicated the allies had "substantially agreed on" their work on agreeing such assurances "so that the citizens of Ukraine know that when this war ends, it ends for good."

The former US envoy, US President Donald Trump's special envoy, also took part in the negotiations.

Separately, President Macron Emmanuel Macron stated that Ukraine's allies had made "considerable headway" at the negotiations.

He added that "robust" security guarantees for Kyiv had been reached in the event of a possible ceasefire.

President Volodymyr Zelensky commented that a "significant advance" had been made in the talks, but cautioned that he would only consider efforts to be "enough" if they resulted in the cessation of the fighting.

Recently, he said a peace agreement was "mostly finalized". Settling the outstanding 10% would "shape the fate of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of unresolved issues for negotiators.
  • Moscow has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to end the war.
  • Kyiv has to date rejected surrendering any land, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia follows suit.

Moscow presently controls approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was perceived by Ukraine and its EU supporters as being strongly biased in Moscow's favor.

This sparked a period of intensive diplomacy – with all sides trying to revise the document.

Last month, Kyiv presented the US an revised proposal – as well as additional documents detailing prospective security guarantees and arrangements for Ukraine's rebuilding, Zelensky said.
